Regarding Point #4, Nuclear Innovation Zones on Federal lands: BLM and DOE should consider whether the electrical transmission structures associated with large solar farms on federal land can be re-purposed for electricity output from a SMR in the same location. There are solar facilities on federal land outside of LA and Las Vegas that would become more reliable if they could be converted to an SMR facility.
Consider, also, whether Colorado Rive water is better used growing crops upstream of the power turbines on Lake Powell and Lake Mead, while SMRs provide electricity to the Southwest independent or rain and snowfall in the Rockies and reservoir levels in the Southwest.
